TCRPC 是哈里斯堡地区交通研究的牵头机构。
HATS 是根据 1962 年的《联邦援助公路法案》而创建的，该法案规定区域规划是获得联邦交通项目资金的条件。时至今日，必须通过持续、全面、协调 (3C) 的过程来支持规划。
HATS 是指定的大都会规划组织 (MPO)，由联邦、州和地方机构以及来自坎伯兰县、多芬县和佩里县、哈里斯堡市和首都地区交通局的官员组成，他们都对 3C 负责过程。
As part of the Community Charging Program, HATS is distributing a short survey to gather input from the public and stakeholders on where electric vehicle charging stations would be most beneficial. The input gathered from the survey will inform the prioritization of communities and "use cases" (shopping centers, event venues, downtown areas, etc.), which will be presented to HATS in 2026.
