תוכנית ניהול צמיחה אזורית
TCRPC is actively working on the latest update to the Regional Growth Management Plan (RGMP 2050), which will serve as the foundation of our regional planning program.
Staff completed our initial outreach efforts this summer, gathering input from residents across the region as well as meeting with key stakeholders from a variety of planning sectors.
The information we gathered through the public engagement process provides essential insight into the vision people living and working in our region have for the future, and into the most pressing issues our region faces as we look ahead to the coming decades.
TCRPC staff most recently completed a land suitability analysis of our region, evaluating all developable land across our two counties based on a wide set of land use criteria, including: existing land use; proximity to development; access to services like water/sewer, EMS, recreation, and community facilities; flood risk; conservation areas; and connections to roads and alternate transportation opportunities.
Below is an image of this analysis depicting potential developable areas across the region.
As we move forward through the land use analysis and future land use planning process, we will apply the priorities and key concerns identified during the outreach phase to develop potential future growth scenarios.

בחודש מאי, TCRPC ערכה שש פגישות הסברה בנושא RGMP, שמתעדכן כעת כדי לשקף השפעות עתידיות על שימוש בקרקע. מטרת הפגישות הייתה להסביר את תרחישי ה-RGMP ולקבל מידע ציבורי על מדדי הביצועים שלו. הפגישות נערכו ברחבי אזור תלת המחוזות בקרלייל, העיירה קרול, העיירה המפדן, העיירה מיפלין, ניופורט וטאון סוואטארה.

The RGMP will serve as a guide for coordinating comprehensive planning among the municipalities, counties and regional planning agency within the Tri-County area.
This plan is a working document that will serve as the foundation for future county comprehensive plans, regional transportation plans and other plan updates.
Implementation of this plan will be through the municipal planning process and coordination among different agencies. This plan will be a reference for the Region in developing future development goals and strategies.
The RGMP is designed to encourage inter-jurisdictional cooperation of ongoing planning for land use, transportation, economic and cultural development and to revise physical growth policies to the year 2040 for Dauphin and Perry Counties.

Preparing and maintaining a coordinated and uniform data collection and analysis that provide on a continuous basis; summary data on population, land use, natural resources, public services and utilities of the region;
