TCRPC משמשת כסוכנות הצוות המובילה למחקר התחבורה באזור האריסבורג.
HATS נוצר כתוצאה מ-Federal-Aid Highway Act משנת 1962, שקבע תכנון אזורי כתנאי לקבלת כספים פדרליים עבור פרויקטי תחבורה. עד היום יש לתמוך בתכנון בתהליך מתמשך, מקיף, מתואם (3C).
HATS הוא ארגון מטרופוליטן ייעודי לתכנון (MPO), ארגון של סוכנויות פדרליות, מדינתיות ומקומיות, כמו גם פקידים ממחוזות קמברלנד, דופין ופרי, העיר האריסבורג ו-Capital Area Transit, כולם אחראים על 3C תהליך.
As part of the Community Charging Program, HATS is distributing a short survey to gather input from the public and stakeholders on where electric vehicle charging stations would be most beneficial. The input gathered from the survey will inform the prioritization of communities and "use cases" (shopping centers, event venues, downtown areas, etc.), which will be presented to HATS in 2026.
