
Implementation of the HATS 2050 RTP will occur primarily through the development and management of the Transportation Improvement Program (TIP) and the day-to-day activities of the HATS planning staff in cooperation with local, regional, state, and federal agencies. TIP development and management will proceed as described in the Project Selection chapter, consistent with the Project Pipeline process, and combined with ongoing outreach and coordination with the public and regional stakeholders. The day to day activities of the HATS planning staff will be driven by the actions identified in the Focus Area chapters of the RTP.
These actions are part of the federal Performance Based Planning & Programming guidance, which provides an outline for the overall development process of the HATS 2050 RTP. The process for the RTP began with the Vision & Goals established by Steering Committee, which set the foundation and purpose of the RTP. Within each of the Focus Areas, Actions were identified that would be taken in pursuit of Vision & Goals. The metrics identified in the Performance Measures chapter provides insight on how we’re progressing in achieving the vision and accomplishing the goals.
Below is a complete list of the Actions identified in the Focus Areas and which Goals they relate to.
While undertaking these actions, HATS planning staff will work with a variety of important regional partners and stakeholders. These include federal agencies, like the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Environmental Protection Agency (EPA), state agencies like PennDOT, DEP, and DCNR, neighboring MPOs, local counties and municipalities, transit providers like SRTA and Amtrak, special interest and advocacy groups like Bike South Central PA and Capital Area Greenbelt Association, among many others. How these groups will be engaged will vary action to action, ranging from equal partnership, like the ongoing Regional Congestion Management Plan, to engagement in setting goals/objectives in a HATS plan or study, like is anticipated for the update to the HATS freight plan, to assisting us in our normal outreach activities to gather input from the public on a variety of transportation planning issues and programs. These actions will be revisited as new planning documents are finalized and will be incorporated into the next RTP update, which is anticipated for September 2029.
