HATS Bicycle and Pedestrian Plan

The Harrisburg Area Transportation Study (HATS) first adopted a regionally developed bicycle/pedestrian transportation plan in December 1997.  The plan was one of the first in the Commonwealth to be adopted at the MPO level and as such, quickly became a model for other, similar-sized MPO’s in Pennsylvania.  HATS continues to update its Bike / Pedestrian Plans as it updates its Regional Transportation Plan.

The Transit Commuter Benefit

Employers can provide a tax-free benefit to their employees through the Transit Commuter Benefit.  This result of the TEA-21 legislation allows employees to take a pre-tax salary reduction in order to pay their transit costs to and from work.  The Transit Commuter Benefit can be used to cover the cost of public transit and certain qualifying carpools.

The Transit Commuter Benefit can be administered using TransitChek is a commuter benefit program that employers can offer to their employees to help pay for commuting on transit. It saves employers and commuters money because the program takes advantage of federal legislation that allows TAX-FREE dollars to pay for transit fares.  It is a voucher used to purchase tickets, tokens, and passes at participating transit authorities.  This program allows employers to subsidize employee transit commutes.  Currently a maximum of $105 per month is tax-free to employees.  In this area CAT, Amtrak, Greyhound, Capitol and Fullington Trailways, R&J Transportation, and Hegins Valley Lines accept TransitChek.  The number of employers in this area providing this commuter benefit is limited, but we are continually working to try to get more employers involved, and we encourage everyone to contact your employers and encourage them to participate.

With much success, CAT has customized commuter benefit packages to meet the needs of employers or group of employees.  With this package, a “Guaranteed Ride Home” program can be established to eliminate the employee’s fear of being at work without a ride in an emergency.  Additional information can be obtained by contacting CAT.  The benefits to both employees and employers create a win-win solution to commuter transportation.
